Please don't go and buy from a petstore. They get their puppies from huge large mills and the tiny babies are shipped in huge trucks to stores all over the U.S.A.
Start by looking at some reputable breeders in your area. The veterinaries know who they are, just ask them. Go on A.K.C.org and find breeders lists and go from there.
Best of all go to the shelters, if you don't need papers and just want a spayed or neutered pet, there are a lot of Chi's waiting for you. Go look.
Pet Store? Well, if you want a puppy mill dog, then sure, go ahead and use a pet store.
Otherwise, http://www.petfinder.com , http://www.akc.org/breeds/rescue.cfm , and http://www.chihuahuaclubofamerica.com are the only responsible places to look.
