look in your paper or check on the net
Local paper, local shelters.
check your local papers and try asking around people you know that have dogs for good breeders.

You can search by zip code or city.
The best website I have found for the U.S is the American Kennel Club. http://www.akc.org/classified/search/ind鈥?/a>
It lists by breed and by state. Sorry, but it's only for purebred. The AKC has been around forever and most reputable breeders are registered with them.

You local paper should have a website, most do. Try searching for it and then searching within that site's pets section.
You can go to www.petfinder.com. You can type in a bunch of information about what kind of pet you want and where you want one from.
Check the newspapers. Call the local vets and ask them to recommend a good breeder of whtaever kind of dog you are wanting to buy. If a vet recommends a breeder, they are usually very good, or the vet would not recommmend them.
Are you looking for a specific breed? If so, look up that breed on petfinder.com and find a rescue group near you. They always have puppies that need loving homes. And as the previous user said, the price of the adoption will cover all shots and the spay/neuter. You won't get that if you buy from a breeder. If you aren't sure what kind of dog you want, then go to your local shelter, Humane Society, or SPCA. They will be more than happy to help you find the perfect dog!
Never breed or buy while shelter pets die.
When you buy, a shelter pet will die!
There is a site called pet finder. It lists all of the rescues shelters and humane societies in the area. you can search by state, town county and zip code, I have listed the link below for you, when I answered you question there was 110,387 dogs some are puppies and some are adults sitting on the site, some of the faculties will euthanize after a certain amount of time, so rather than buying one try adopting one today.
