you should definatly try kijiji.com and type in wisconsin and the breed you like to get. It's an awesome site where you can find a variety of breeds for the price you'd like. Take a look I'm sure you'd find a great breed! That's where I got my shih tzu and she's been awesome in our family!
Good breeders and shelters don't sell/adopt puppies for Christmas. Bad breeders will break your heart.
Contact the breed club, and be patient unless you want to support people that hurt puppies.
Check rescue in your area.
Try petfinder.com and have it search in your local area.
